The Order That Made Me Rethink Everything

Modular gear is only modular if the parts match

Per FTC guidelines (ftc.gov), safety-related marketing claims have to be truthful, not misleading, and backed by evidence. If a vendor can't point to a standard, a test result, or a qualified expert, that's not a recommendation. It's a guess.
And no serious equipment manufacturer should give a blanket assurance that a vest will stop every threat. That's not a weakness. It's honesty.
What I'd do differently
If I had to sum up six years and roughly $180,000 in one sentence: total cost of ownership beats unit price every time. That sounds obvious. It's not. It's tempting to think you can compare unit prices and call it a day. But identical specs from different vendors can end up costing very different amounts once shipping, restocking, and rework get added in.
I'd also start every order by asking what we don't know. Do we know the exact mounting pattern? Do we know whether the vest is within its warranty period? Do we know if the user needs a different size than the one in our system? The questions cost nothing. Ignoring them costs a lot.
In 2023, I audited our spending and found that about 27% of our budget overruns came from expedited shipping on orders we hadn't planned. We changed the policy to require itemized quotes from three vendors and a TCO check before any order over $2,000. The following year, we cut overruns by about 17%. That's not magic. That's just making the hidden costs visible.
One more thing: this worked for us, but our situation is a 14-person company with steady ordering patterns. If you're a big police department buying under state contract rules, the calculus might be different. I can only speak to what I've tracked in our own spreadsheets.
