If you've ever had to sign off on a bulk order for ballistic vests—say, for a 50-person department—you know the process. You check the NIJ certification. You look at the price per unit. You maybe even get a sample and have a couple of guys try it on. Everyone nods, paperwork gets signed, and hope the shipment arrives on time.

But here's the thing I've learned after four years in this seat, reviewing over 200 unique items annually for our department: checking the certification box is the baseline. It's not the finish line. Honestly, I spent my first two years thinking it was. I assumed that if a vest was NIJ listed, we were good. Then we had a batch of 50 vests where the fit was so off on our shorter officers that they physically couldn't get a proper seal on the cummerbund.

Why This Happens: The Deeper Layers

NIJ standards are about stopping a bullet. They are not, in any direct way, about how a vest wears. A vest can pass ballistic testing and still be a nightmare for an officer to move in. This is the gap I've seen over and over.

So, What Actually Works?

What works for us is a three-step evaluation before placing a bulk order:

  1. Specs second, fit first. Do a live fitting session with a cross-section of your team—different heights, builds, and roles. Not just the biggest and smallest guys. Get honest feedback about range of motion.
